PROGRAMME I: Economic and Social Accountability Programme (ESAP)

The State is transparent, accountable, and responsive to people’s needs by demanding justice and accountability on policy implementation, adoption, formulation and practice. This involves building stronger political pressure, by applying coordinated efforts of community mobilisation, dialogue and engagement with policy and decision makers.

The programme focus is on influencing changes of policies and laws, and people’s attitudes and the structures, such as cultural, economic, political and social, with which the people interact with and in many instances, hinder the actualisation of the social economic and cultural rights of people.

The programme builds the capacity of people to be masters of their own development and contribute in broadening community participation and decision making in issues relating to policies in the extractive industries so as to influence governments and mining companies to be more transparent and accountable; and this means increasing advocacy for policy and legislative reforms.

ECONOMIC AND SOCIAL ACCOUNTABILITY PROGRAMME (ESAP) - FOCUS AREAS

‘The State is transparent, accountable, and responsive to people's needs'. The focus areas of ESAP are:

  • Social Accountability: The emphasis in this area is on issues relating to monitoring of public finance management.
  • Natural Resource Management: The focus is on transparency and accountability in the management of natural resources especially minerals in order to ensure that the citizens begin to benefit from the extraction of these resources
  • Active Citizen Voice: The focus here is to build and strengthen citizen voices on key issues in the area of social accountability and natural resource management.

About Caritas Zambia

Caritas Zambia is a Catholic Organisation that is an integral structure of the Zambia Conference of Catholic Bishops (ZCCB). The Conference of Bishops is a permanent grouping of Bishops of a given nation or territory that jointly exercises certain pastoral functions on behalf of the Christian faithful of their territory. This is done for the sake of effective evangelisation. To promote the principle of the common good which the Church offers humankind, especially through forms and programmes of the apostolate which are fittingly adapted to the circumstances of the time and place, is the role of Bishops.
